Post-Recession Rethink: Growth Potential Dimmed Before Downturn

Just as wages and consumer spending are picking up, business investment is headed in the opposite direction. This suggests that today’s subpar growth isn’t just an after-effect of the Great Recession but a deeper-seated slump that began years earlier and may have helped cause the Great Recession, writes Greg Ip.
