Southwest Airlines Fined $1.6 Million for Tarmac Delays

The Department of Transportation on Thursday said it fined Southwest Airlines Co. $1.6 million, the largest civil penalty the government has levied against a carrier for violating rules that passengers must be allowed to deplane within three hours of arrival at an airport.
